The short answer

A PR can buy landed property in Singapore, but only with prior approval from the Land Dealings Approval Unit (LDAU) at the Singapore Land Authority. Under the Residential Property Act, anyone who is not a Singapore citizen, Singapore company, Singapore limited liability partnership or Singapore society is a “foreign person”, and that includes PRs. Approval is case by case, and approved buyers may own one landed home for their own occupation. We checked the rules on SLA’s and MinLaw’s pages on 15 October 2026.

What counts as restricted property

SLA lists the types a foreign person needs approval to buy. The split matters because some homes that look landed don’t need approval at all.

Needs LDAU approval Can be bought without approval
Terrace, semi-detached and detached houses Condo and apartment units
Vacant residential land Strata landed houses in an approved condominium development
Strata landed houses outside an approved condominium development, such as most cluster houses and townhouses A lease of landed property of 7 years or less, including renewal options
Landed homes at Sentosa Cove Executive condos and HDB flats, subject to HDB’s own eligibility rules
Shophouses for non-commercial use Shophouses for commercial use; industrial and commercial property

The rules for executive condos and HDB flats are separate: see can a PR buy a resale HDB flat.

LDAU approval: the criteria

SLA assesses applications case by case. Its page lists two factors among others: being a Singapore PR for at least five years, and making an exceptional economic contribution to Singapore, judged by things such as employment income assessable for tax here. SLA doesn’t publish an income threshold, so there is no figure that guarantees approval.

There are also limits on what you can buy. According to SLA’s answers on AskGov, PRs can generally apply only for restricted properties that don’t exceed 15,000 sqft and aren’t in a Good Class Bungalow area. Anything larger, or in a GCB area, faces much more stringent criteria. In a 2019 written answer to Parliament, the Minister for Law said approved foreigners may own only one landed home, and it must be for their own occupation. That means you generally can’t rent out the whole house.

How to apply

You apply online on SLA’s LDAU portal. SLA says assessment generally takes about 30 working days once it has all the documents, and longer for complex cases.

Apply for approval-in-principle before you sign anything. SLA lets you apply before you have a property in mind, and recommends it, so you don’t lose money if approval is refused. Once approved in principle, you must submit details of the property within one year of the approval letter, or it lapses. There is no extension.

The steps in practice:

  1. Apply for approval-in-principle on the LDAU portal.
  2. Once approved, shortlist houses within the size and location limits. Our landed price checker shows recent prices for every estate.
  3. Get a bank’s in-principle loan approval. The loan rules (LTV, TDSR) are the same as for citizens; see our landed property guide.
  4. Take the option to purchase and submit the property details to SLA.
  5. Pay Buyer’s Stamp Duty and ABSD within the deadline, then complete.

Sentosa Cove: the landed enclave for foreigners

Sentosa Cove is the landed enclave where foreigners who are not PRs can apply to buy. It is still restricted property, so you need SLA approval, and SLA says the land area of the property must not exceed 1,800 sqm. You can apply for approval-in-principle for Sentosa Cove without a property in mind, on the same one-year rule. Guides such as 99.co describe Sentosa Cove as exempt from the general bar on foreigners owning landed homes; the approval step still applies.

Our data shows only 9 land-titled deals in D4 Telok Blangah, HarbourFront and Sentosa from Nov 2025 to Oct 2026, with a median of S$12,000,000, so prices there are thin and vary widely.

Cluster houses and strata landed homes

A cluster house is the cheaper landed-style option, but for PRs and foreigners it usually needs approval too. SLA’s LDAU Circular 1 of 2012 says non-citizens buying strata landed houses in non-condominium developments, such as cluster housing, must get approval under the Residential Property Act. Developers must also make the sale conditional on approval within 3 months of the option date, with a full refund if it isn’t granted.

The exception is a strata landed unit inside an approved condominium development, such as townhouses within a condo. Those can be bought without approval. URA notes that strata landed houses built within a flats development are not given condominium status, so a house beside condo towers doesn’t automatically qualify. 99.co reports that the exception covers condominium developments with provisional planning permission granted before 3 April 2012; we could not confirm that date on SLA’s site, so ask SLA about the specific project before you pay an option fee. Our cluster house guide lists prices for 78 projects.

If approval is unlikely: the alternatives

If you have been a PR for under five years, or your income is modest, approval for a land-titled house is unlikely. You have three practical routes.

The first is a strata landed unit inside an approved condominium development, which needs no approval. The second is to apply for a cluster house, which still needs approval but costs much less: the cheapest projects in our data, such as Springhill at S$2,345,000 and Summer Gardens in D16 at S$2,729,000, sold for about half the median terrace. The third is a large condo unit or penthouse while you build up your PR years, then apply later.

Whichever route you pick, a citizen spouse changes the picture for ABSD on a joint purchase. Our ABSD guide explains how the rates work for mixed-status couples.

ABSD for PRs and foreigners

ABSD is charged on top of Buyer’s Stamp Duty. These are the rates in force since 27 April 2023:

Buyer 1st property 2nd property 3rd and later
Singapore citizen 0% 20% 30%
Singapore PR 5% 30% 35%
Foreigner 60% 60% 60%
Entity 65% 65% 65%

Nationals of the United States, and nationals and PRs of Iceland, Liechtenstein, Norway and Switzerland, pay the same ABSD as citizens under free trade agreements. That changes the stamp duty only; they still need LDAU approval for landed property.

On the S$4,670,000 national median terrace (URA caveats, Nov 2025 to Oct 2026), a PR buying a first home pays S$233,500 in ABSD plus S$219,800 in Buyer’s Stamp Duty, a total of S$453,300. Our ABSD guide and stamp duty calculator cover other cases.

If you own an HDB flat as a PR

HDB requires PR-only flat owners to tell HDB before they take up an option on a private property in Singapore, and to sell the flat within 6 months of acquiring the private home. Because you still own the flat when you buy, the landed home counts as your second residential property for ABSD, which is 30% for a PR. On the S$4,670,000 median terrace that is S$1,401,000. Plan the sale of the flat and the purchase of the house together, and check the ABSD position with your lawyer first.

Common questions

Can a PR buy landed property in Singapore?

Yes, but only with approval from SLA's Land Dealings Approval Unit. SLA assesses each case, looking at factors such as being a PR for at least five years and making an exceptional economic contribution to Singapore. Approved PRs may own one landed home for their own occupation.

Can foreigners buy landed property in Singapore?

Foreigners who are not PRs can apply to buy landed homes in Sentosa Cove, where the land area must not exceed 1,800 sqm. Elsewhere, landed homes are restricted property, and SLA's criteria include being a PR for at least five years, so a non-PR is unlikely to qualify. Foreigners can buy condo units freely, paying 60% ABSD.

Can a PR buy a cluster house without approval?

Usually not. SLA treats strata landed houses outside an approved condominium development, such as most cluster houses and townhouses, as restricted property. Only strata landed units inside an approved condominium development can be bought without approval. Ask SLA about the specific project before you sign.

How long does LDAU approval take?

SLA says about 30 working days after it receives all required documents, longer for complex cases. You can apply for approval-in-principle before choosing a property; you then have one year from the approval letter to submit the property details, with no extension.

Can a PR rent out a landed house bought with SLA approval?

Generally no. MinLaw says approved foreigners must use the landed home for their own occupation. Check the conditions in your approval letter, since breaching them can lead to penalties.

How much ABSD does a PR pay on landed property?

5% on a first residential property, 30% on a second and 35% on a third or later, under rates in force since 27 April 2023. Buyer's Stamp Duty of up to 6% applies on top.
