The short answer

Yes, Singapore permanent residents can buy an HDB resale flat, but only as a family and only on the resale market. An all-PR household can’t buy a new flat from HDB. If no one in the household is a citizen, you need at least two PRs, and each PR owner and occupier must have been a PR for at least 3 years. You won’t get CPF housing grants or an HDB loan, you pay 5% ABSD on top of Buyer’s Stamp Duty, and your block must have room under the SPR quota. We checked these rules on 14 October 2026.

Who in a PR household can buy

HDB’s public scheme needs a family nucleus. For a PR buyer, that means one of these groups:

  • you and your spouse, with or without children
  • you and your parents
  • you and children under your legal custody, if you are widowed or divorced
  • orphaned single siblings buying together

If the household has a citizen, the citizen’s eligibility carries the purchase and the 3-year rule doesn’t apply to the PR spouse. If everyone is a PR, every owner and essential occupier must have held PR status for at least 3 years. A single PR can’t buy alone, because HDB’s singles schemes are for citizens only.

If anyone in the household owns private residential property, in Singapore or overseas, you can still buy a resale flat without an HDB loan or grant. HDB’s rules then require you to sell the private property within 6 months of buying the flat.

New flats, grants and loans

Item All-PR household Citizen and PR household
New flat from HDB No Yes, under the citizen’s eligibility
Resale flat Yes Yes
CPF Housing Grant (2- to 4-room resale) None S$70,000, against S$80,000 for two citizens
HDB loan No; bank loan Yes, if within the income ceiling
Income ceiling to buy a Standard resale flat None None

MyNiceHome says the CPF Housing Grant needs a citizen applicant with at least one other citizen or PR, which rules out all-PR households. The S$70,000 and S$40,000 (5-room or bigger) figures for citizen and PR couples come from PropertyGuru’s grant guide; your HFE letter confirms the exact amount. PropertyGuru also reports a S$10,000 Citizen Top-Up when the PR spouse becomes a citizen, claimed within 6 months.

The resale levy is charged on a second subsidised flat. An all-PR household buying resale without grants is not buying a subsidised flat, so the levy doesn’t arise.

The SPR quota and the EIP

Non-Malaysian PR households must pass two checks before they can buy a particular flat. The Ethnic Integration Policy applies to all buyers. On top of that, the SPR quota caps PR households at 5% of flats in a neighbourhood and 8% in a block. If the block is at its limit, you can’t buy there unless the seller is also a non-Malaysian PR household. Malaysian PRs face only the EIP.

Check the quota on HDB’s e-Service before you make an offer. The seller’s Intent to Sell also shows it.

Stamp duty: the 5% ABSD

PRs pay Additional Buyer’s Stamp Duty of 5% on their first residential property in Singapore, and that includes an HDB flat. A second property is 30%. Our ABSD guide has the full rates.

What PR owners can’t do after buying

Rule PR-owned flat
Minimum Occupation Period 5 years from resale completion
Rent out the whole flat Never; only citizen owners can
Rent out spare bedrooms Yes, with HDB approval, after the MOP
Buy private property after the MOP All-PR owners must sell the flat within 6 months

The last rule catches many PR families. A household with at least one citizen owner can keep the flat after buying a private home. An all-PR household must sell the flat within 6 months of buying private property, completed or not. Our page on renting out a room covers the bedroom rules.

Worked example: a PR couple buying a 4-room flat

Arjun and Meera have both been PRs for 5 years and are buying their first home. They agree S$550,000 for a 4-room resale flat. The block is within the SPR quota.

Item Amount
CPF housing grants S$0
Bank loan, 75% S$412,500
Downpayment, 25% S$137,500 (at least S$27,500 in cash, rest CPF or cash)
Buyer’s Stamp Duty S$11,100
ABSD at 5% S$27,500
Total upfront before legal fees S$176,100

If Arjun were a citizen, they would pay no ABSD on a first home, could take an HDB loan, and could get the CPF Housing Grant at the citizen and PR rate.

Steps for a PR buyer

  1. Apply for an HFE letter. It confirms your household’s eligibility even with no grant or HDB loan.
  2. Get a bank’s in-principle approval, since an all-PR household can’t take an HDB loan.
  3. Check the SPR quota and EIP for each block you like.
  4. Take the Option to Purchase. Our HDB Option to Purchase guide explains the fees and the 21-day deadline, and the HDB resale process covers the rest.

This page is general information checked on 14 October 2026. HDB’s eligibility pages could not be loaded in full when we checked, so the 3-year rule and the citizen and PR grant amounts come from PropertyGuru’s guides; your HFE letter is the final word.

Common questions

Can PRs buy HDB flats?

Yes, on the resale market. A household made up only of PRs can't buy a new subsidised flat from HDB. A household with at least one citizen can, under the citizen's eligibility.

How long do I need to be a PR to buy a resale HDB flat?

If no one in the household is a citizen, all PR owners and essential occupiers must have been PRs for at least 3 years. If you are buying with a citizen spouse, the citizen's eligibility applies.

Can a single PR buy an HDB flat?

Not alone. HDB's singles schemes are for citizens only. A single PR can buy with parents as a family nucleus.

Do PRs get HDB grants?

An all-PR household gets no CPF housing grant, because MyNiceHome requires the applicant to be a citizen. A citizen and PR couple can get the CPF Housing Grant, which PropertyGuru reports at S$70,000 for a 2- to 4-room resale flat, S$10,000 less than two citizens.

Can PRs rent out their HDB flat?

Not the whole flat. HDB allows only citizen owners to rent out a whole flat. PR owners can rent out spare bedrooms with HDB's approval after the MOP, while living in the flat.

Do PRs pay ABSD on an HDB flat?

Yes. PRs pay 5% ABSD on a first residential property and 30% on a second, on top of Buyer's Stamp Duty. On a S$550,000 flat, the 5% is S$27,500.
