The short answer
Yes, you can rent out your whole HDB flat if three things are true: you are a Singapore citizen owner, the flat has passed its Minimum Occupation Period, and it is not a Plus or Prime flat. You then need HDB’s approval before the tenant moves in. Each tenancy runs at least 6 months, and non-citizen tenants other than Malaysians are capped by a quota on your block and neighbourhood. We checked these rules against HDB, URA and IRAS on 14 October 2026.
Who can rent out the whole flat
HDB’s eligibility page puts it in one line: Singapore citizens who have fulfilled the MOP can rent out their flats.
| Owner or flat | Whole flat | Spare bedrooms |
|---|---|---|
| Citizen owner, after the 5-year MOP | Yes, with HDB approval | Yes, 3-room or bigger |
| Citizen owner, before the MOP | No | Yes, 3-room or bigger, while living there |
| PR owners only | No | Yes, 3-room or bigger, while living there |
| Plus or Prime flat | Never | Yes, 3-room or bigger |
For most flats the MOP is 5 years from key collection or resale completion. Some non-subsidised flats bought before 30 August 2010 have a 3-year MOP, though those have long since passed it. Our MOP check gives your date. If you only want to let a room, see our guide to renting out a room.
The rules once you are approved
Minimum stay. Every tenancy must be at least 6 months. Tourists can’t be tenants, so short-term lets are out.
Approval length. One application covers up to 3 years if all tenants are Singaporeans or Malaysians, and up to 2 years if any tenant is a non-Malaysian non-citizen.
Who can be a tenant. Citizens, PRs and non-citizens on certain passes valid for at least 6 months. Work Permit holders in construction, manufacturing, marine and process must be Malaysians. Tenants can’t own another HDB flat or rent a public rental flat, with some exceptions.
Non-citizen quota. When a whole flat is rented to non-Malaysian non-citizens, it counts towards a quota of 8% of flats in the neighbourhood and 11% in the block. PRs count as non-citizens here. Once either quota is full, you can rent only to Singaporeans and Malaysians. Check the quota for your block before you accept a deposit.
Occupancy cap. The cap counts everyone living in the flat.
| Flat type | Maximum occupants |
|---|---|
| 1-room and 2-room | 4 |
| 3-room | 6 |
| 4-room and bigger | 8 until 31 December 2028, then 6 |
The 8-person cap for bigger flats is a temporary relaxation that URA and HDB extended in January 2026.
Once tenants move in, your own home contents plan usually stops covering the flat, because most plans only insure a home you live in. A landlord policy covers your renovation and fittings, rent lost after a fire or flood, and your liability to the tenants.
What whole HDB flats rent for
HDB publishes the rent on every approved whole-flat rental. The national medians below are from approvals between April and September 2026, and the town figures from HDB’s second-quarter 2026 release:
| Flat type | Median monthly rent, Apr to Sep 2026 | Range of town medians, Q2 2026 |
|---|---|---|
| 3-room | S$2,900 | S$2,500 (Choa Chu Kang) to S$3,300 (Central Area) |
| 4-room | S$3,400 | S$3,000 (Bukit Panjang, Choa Chu Kang) to S$4,600 (Central Area) |
| 5-room | S$3,500 | S$3,200 (Choa Chu Kang) to S$5,100 (Central Area) |
| Executive | S$3,800 | S$3,500 (Choa Chu Kang, Hougang, Sengkang) to S$4,000 (Jurong West, Tampines) |
Location moves rents more than size: a 4-room in the Central Area rents for more than a 5-room almost anywhere else. Our HDB rental rates checker shows the figure for your town and block.
Tax on the rent
Property tax. Once nobody in your household lives in the flat, it is taxed at non-owner-occupier rates, from 12% to 36% of the annual value by tier, instead of the lower owner-occupier rates. The property tax calculator shows yours.
Income tax. Rent is taxable income for each owner, in proportion to their share. IRAS lets individuals deduct a flat 15% of the gross rent instead of actual expenses, plus mortgage interest on top.
Worked example: a 4-room flat in Tampines
Jason and Michelle are citizens. Their 4-room flat in Tampines passed its MOP in 2025, the loan is paid off, and they are moving into his parents’ home for three years.
- Rent: S$3,500 a month, the Tampines 4-room median in Q2 2026, or S$42,000 a year.
- Approval: they find a family on Employment Passes. The block is under the quota, so HDB approves a 2-year tenancy.
- Property tax: if IRAS sets the annual value at S$18,000, the 12% rate gives S$2,160 a year.
- Income tax: S$42,000 less 15% deemed expenses (S$6,300) leaves S$35,700. Split 50:50, each adds S$17,850 to their income, taxed at their own rates.
- Before income tax: S$42,000 less S$2,160 leaves S$39,840, or about S$3,320 a month, before agent fees, repairs and any empty weeks.
If the block’s quota had been full, they could still have rented to a Singaporean or Malaysian tenant, with an approval of up to 3 years.
Renting out or selling
Renting suits citizen owners who will come back, or who want to keep the flat for later. If you are buying a condo, keeping the flat makes the condo a second property and adds ABSD. Take the rent out or sell quiz to compare the net rent with what a sale would free up.

Common questions
Can I rent out my whole HDB flat after MOP?
Yes, if at least one owner is a Singapore citizen and HDB approves the rental. HDB's eligibility page says only Singapore citizens who have fulfilled the MOP can rent out their flats. Owners of Plus and Prime flats can't rent out the whole flat at all.
Can PRs rent out their whole HDB flat?
No. HDB allows only Singapore citizens to rent out the whole flat. PR owners can rent out spare bedrooms in a 3-room or bigger flat with HDB's approval, as long as they keep living there.
What is the minimum rental period for an HDB flat?
6 months. Short stays such as holiday lets are not allowed, and tourists can't be tenants. One approval can cover up to 3 years if all tenants are Singaporeans or Malaysians, and up to 2 years otherwise.
What happens if my block's non-citizen quota is full?
You can still rent out the flat, but only to Singapore citizens and Malaysians. The quota counts whole-flat rentals to non-Malaysian non-citizens, so check your block's status with HDB before you sign.
Do I need to tell IRAS about the rent?
Yes. Rent is taxable income. You can claim a flat 15% of the gross rent as expenses, plus mortgage interest, and the rest is taxed at your personal rate. The flat also moves to the higher non-owner-occupier property tax rates.
Can I rent out my flat while living overseas before the MOP ends?
Not the whole flat. The MOP has to be met first, and time you don't live in the flat doesn't count towards it. Check your MOP date on My HDBPage.
