The short answer

When you turn 55, CPF sets up your Retirement Account (RA) and asks you to set aside a retirement sum. If you own a home in Singapore whose lease lasts until you are at least 95, you can pledge it to cover up to half of the Full Retirement Sum (FRS). You then only need the Basic Retirement Sum (BRS) in cash, S$110,200 if you turn 55 in 2026, and you can withdraw more of the rest. The trade-off is lower CPF LIFE payouts, and a refund of the pledged amount if you later sell the home. We checked the figures against CPF’s pages on 14 October 2026.

The retirement sums in 2026 and 2027

The sum that applies to you is fixed by the year you turn 55.

Year you turn 55 Basic (BRS) Full (FRS) Enhanced (ERS)
2026 S$110,200 S$220,400 S$440,800
2027 S$114,100 S$228,200 S$456,400

The FRS is twice the BRS, and the ERS twice the FRS. A pledge lets property count for the gap between the BRS and the FRS, which is why property can cover at most half of the FRS.

CPF’s estimates for members turning 55 in 2026, on the CPF LIFE Standard Plan, are about S$950 a month from 65 at the BRS, S$1,780 at the FRS and S$3,440 at the ERS.

How the pledge works

No pledge With a pledge
Cash needed in RA to meet the FRS S$220,400 S$110,200 (the BRS)
OA withdrawal once the FRS is met Any amount Any amount
OA withdrawal if the FRS is not met Up to S$5,000 Not applicable
CPF LIFE payout from 65 (2026 estimate) About S$1,780 About S$950, if the RA holds only the BRS
Charge on your home None Statutory charge for the pledged amount

Once your FRS is set aside, fully in cash or with property plus cash, CPF lets you withdraw any amount from your Ordinary Account. Without that, you can take out only S$5,000, and further withdrawals may move OA money into your RA until the FRS is met.

Conditions for pledging

  • The property is in Singapore and you own it.
  • The remaining lease lasts until you are at least 95. At 55, that means at least 40 years left.
  • CPF places a statutory charge on the property to secure the refund of the pledged amount.
  • If co-owners change later, you must tell the new co-owners about the pledge.
  • CPF may ask you to pay for a valuation.

CPF can waive the statutory charge if, when it processes your application, the CPF you used for the property with accrued interest, plus the balance left after withdrawal, already covers your FRS.

What happens when you sell

You refund two things from the sale proceeds:

  1. The CPF principal you used for the home, plus accrued interest. Our accrued interest guide explains this part.
  2. The pledged amount you withdrew from your RA.

The refunds top up your RA to the FRS, and any housing refund beyond that is paid to you in cash. If you have already started CPF LIFE payouts, the refunds go towards raising your CPF LIFE premium, which lifts your monthly payout.

If you sell at or above market value and the proceeds left after the loan do not cover everything, CPF works out a lower refund, capped at principal plus interest plus the pledged amount. The “What Happens If” section of the Home Ownership Dashboard shows your figure.

Worked example: turning 55 in 2026

Mr Lim turns 55 in 2026. He has S$180,000 in his OA and SA, and owns a 4-room flat with 62 years of lease left, which takes him past 95.

Without a pledge. His S$180,000 goes towards the FRS of S$220,400 and falls short, so he can withdraw only S$5,000 from his OA. His payout from 65 will be somewhere between CPF’s S$950 and S$1,780 estimates, depending on interest and any top-ups.

With a pledge. He needs only the BRS of S$110,200 in his RA. That leaves S$69,800 he can withdraw. His payout from 65, if his RA holds just the BRS, is about S$950 a month.

If he sells at 63 to right-size. Say he used S$150,000 of CPF on the flat and it has grown to S$190,000 with accrued interest. The sale must refund that S$190,000 plus the S$69,800 he withdrew under the pledge, S$259,800 in all. His RA is topped up to the FRS first; whatever housing refund is left over comes to him in cash.

So the pledge gives him S$69,800 now in exchange for lower payouts, and it is clawed back if he sells.

Alternatives to pledging

  • Keep the full sum in cash. Your payouts are higher for life, and nothing is owed back on a sale.
  • Lease Buyback Scheme. From 65, you can sell the tail of your HDB lease to HDB, top up your RA and keep living in the flat. See our Lease Buyback vs selling guide.
  • Sell and right-size. Moving to a 3-room or smaller flat frees cash, and the Silver Housing Bonus pays up to S$30,000, or S$40,000 for a 2-room flat or Community Care Apartment. Our right-sizing guide walks through it.
  • A voluntary housing refund. Before 55, refunding some of the CPF used on your home raises your balance at 55. See our voluntary housing refund guide.

Before you decide

  1. Check your projected balances and payouts on the CPF Retirement Dashboard.
  2. Confirm your home’s remaining lease takes you to 95.
  3. If you might sell in the next 10 years, count the pledged amount as money you will hand back.

Common questions

What does pledging my property for CPF mean?

It means using your home to cover up to half of your Full Retirement Sum at 55. CPF places a statutory charge on the property for the amount you withdraw because of the pledge, and you must refund that amount if you sell. You keep living in the home as normal.

How much do I need in cash if I pledge my property?

The Basic Retirement Sum. For members turning 55 in 2026 that is S$110,200, half the S$220,400 Full Retirement Sum. For those turning 55 in 2027, it is S$114,100.

Can I pledge an HDB flat with a short lease?

Only if the remaining lease lasts until you are at least 95. A 55-year-old needs at least 40 years left. A flat that does not meet this cannot be pledged.

What happens to the pledge if I sell my home?

You must refund the pledged amount from the sale proceeds, on top of the CPF principal and accrued interest you used for the home. The refunds top up your Retirement Account to the Full Retirement Sum, and any housing refund beyond that is paid to you in cash. If you are already receiving CPF LIFE payouts, the refunds raise your premium instead.

Do I have to pledge my property?

No. Pledging is a choice. If you leave your Full Retirement Sum in cash, you get higher CPF LIFE payouts, about S$1,780 a month from 65 against about S$950 at the Basic sum, using CPF's 2026 estimates.

Does a pledge affect the Lease Buyback Scheme or right-sizing?

Both involve topping up your Retirement Account. If you sell to right-size, the pledged amount goes back into your Retirement Account, which also counts towards the Silver Housing Bonus top-up. Check your CPF Retirement Dashboard before you sell to see how much of the sale will land in CPF.
