The short answer
If the children have moved out and the flat feels too big, selling and buying a smaller flat is usually the way to free up the most money. The government pays you to do it through the Silver Housing Bonus (SHB): up to S$30,000 if you move to a 3-room flat, and up to S$40,000 if you move to a 2-room Flexi flat or a Community Care Apartment (CCA).
If you would rather stay in your home and you are 65 or older, the Lease Buyback Scheme (LBS) lets you sell part of your lease to HDB instead. It usually pays out less, especially for 4-room and 5-room flats.
Two changes this year matter. HDB raised the household income ceiling for the SHB, the LBS, CCAs and 2-room Flexi flats from S$14,000 to S$16,000 a month in August 2026. And the minimum age for a CCA dropped from 65 to 55 from the October 2026 BTO exercise. Some HDB scheme pages still show the old figures, so check your own case when you apply.

Silver Housing Bonus: who qualifies
You qualify if all of these apply:
- At least one owner is a Singapore citizen aged 55 or older.
- Gross monthly household income is S$16,000 or less (S$14,000 before the August 2026 change).
- You are selling an HDB flat that has met its minimum occupation period, or a private home with an annual value of up to S$31,000.
- You do not own another private home, or more than one non-residential property.
- Your next home is a 3-room flat (not a 3-room terrace) or a 2-room or smaller flat. A 2-room Flexi flat and a CCA both count.
- You book the new flat, or submit the resale application for it, before selling your current home or within 12 months of completing the sale.
- Your net sale proceeds are positive. That is the selling price, minus any outstanding home loan, minus the price of the next flat, minus any resale levy or subsidy recovery.
You apply within one year of the legal completion of the second transaction. HDB tells you how at that completion appointment.
How much the Silver Housing Bonus pays
| You sell | You buy | Maximum bonus |
|---|---|---|
| HDB flat, or private home with annual value up to S$21,000 | 3-room flat | S$30,000 |
| HDB flat, or private home with annual value up to S$21,000 | 2-room or smaller, or a CCA | S$40,000 |
| Private home with annual value S$21,000 to S$31,000 | 3-room flat | S$10,000 |
| Private home with annual value S$21,000 to S$31,000 | 2-room or smaller, or a CCA | S$20,000 |
The main bonus depends on how much your household’s CPF Retirement Account (RA) goes up. For HDB sellers it is S$1 for every S$2 of net RA increase, so the full S$30,000 needs a S$60,000 increase. For private homes with an annual value above S$21,000, it is S$1 for every S$6. The extra S$10,000 for moving to a 2-room or smaller flat is paid in full regardless of the top-up.
The top-up is capped at your prevailing Full Retirement Sum, and you do not always need fresh cash. CPF housing refunds from the sale count. For members aged 55 and above, CPF uses those refunds to top up the RA to the Full Retirement Sum first, and the rest stays in the Ordinary Account (OA).
Worked example: a 65-year-old couple leaving a 5-room flat
Mr and Mrs Tan are both 65, both Singapore citizens, and have paid off their 5-room flat. Their household income is below S$16,000. The figures below are illustrative. Use a valuation check and the HDB resale price checker to get your own numbers.
| Route A: resale 3-room | Route B: new 2-room Flexi, 30-year lease | |
|---|---|---|
| Sale price of the 5-room | S$700,000 | S$700,000 |
| Outstanding loan | S$0 | S$0 |
| Price of the next flat (assumed) | S$420,000 | S$150,000 |
| Money left before fees | S$280,000 | S$550,000 |
| Silver Housing Bonus | S$30,000 | S$40,000 |
| Total freed up | S$310,000 | S$590,000 |
A few things to note:
- They used S$300,000 of CPF on the 5-room over the years. On the sale, that S$300,000 plus accrued interest goes back to their CPF, topping up their RAs first. As long as their combined RA goes up by at least S$60,000, they get the full S$30,000 portion of the bonus without adding cash.
- In Route B, a 30-year lease is the shortest that works for them, because a short-lease 2-room Flexi must last both of them to at least age 95. Short-lease flats are priced by lease length, so check the actual price at each BTO launch.
- Agent fees, legal fees and stamp duty on the purchase come out of the “money left” figure. Budget for them before you commit.
- “Money left” is split between CPF and cash. The CPF refund sits in their RAs and OAs, and the balance of the sale price comes to them in cash. From 55, any refund left in the OA after the RA top-up can be withdrawn.
- A bigger RA means higher CPF LIFE payouts for life, which is the point of the scheme.
If they had stayed and used the Lease Buyback Scheme instead, the bonus on a 5-room flat would be at most S$7,500.
2-room Flexi flats for seniors
You can buy a 2-room Flexi from HDB on a 99-year lease, or, if you are 55 or older, on a short lease of 15 to 45 years in 5-year steps. Every buyer and spouse must be at least 55 when applying for the HDB Flat Eligibility (HFE) letter, and the lease must last all of you until at least age 95.
- Income ceiling: S$16,000 a month for families from the August 2026 change. Singles buying a 99-year 2-room Flexi have an S$8,000 ceiling.
- Existing home: you must sell your existing HDB flat or private home within 6 months of completing the purchase of the new flat. There is no condition on the price you sell at.
- Fittings: grab bars come installed. Under the Optional Components Scheme you can add floor finishes, sanitary fittings and senior-friendly fittings such as built-in wardrobes and kitchen cabinets.
- No resale: a short-lease flat cannot be sold on the open market. If you leave, it goes back to HDB.
You also cannot buy one if you or a listed core member have already had two or more subsidised flats, one of which was a studio apartment, a short-lease 2-room Flexi or a CCA.
Community Care Apartments
A CCA is a studio flat in a block designed for seniors. It comes with a compulsory Basic Service Package covering things like on-site staff support and 24-hour emergency response. Leases run from 15 to 35 years in 5-year steps and must last until you and your spouse are at least 95.
The Ministry of Health announced in July 2026 that the minimum age would fall from 65 to 55 from the October 2026 BTO exercise. Service package fees for CCAs launched before 2026 will fall by 18% to 75% from the second quarter of 2027, with means-tested subsidies for residents who need help with at least one activity of daily living. The income ceiling is now S$16,000.
Because a CCA counts as a 2-room or smaller flat, selling your home to buy one qualifies for the full S$40,000 SHB. Our Lease Buyback vs selling guide has the fee history and a fuller comparison of CCAs.
Lease Buyback Scheme: the stay-put option
The LBS is for owners who do not want to move. All owners must be 65 or older, have lived in the flat for at least 5 years, and the flat must have at least 20 years of lease left to sell. You cannot own a second property. The income ceiling is now S$16,000.
You keep 15 to 35 years of lease, depending on the youngest owner’s age, and sell the rest to HDB. The proceeds top up your RAs first, and you can keep up to S$100,000 in cash. The bonus is up to S$30,000 for a 3-room or smaller flat, S$15,000 for a 4-room and S$7,500 for a 5-room or bigger.
That bonus scale is why selling usually wins for bigger flats. We cover the lease options, top-up amounts and HDB’s worked example in Lease Buyback Scheme vs selling.
CPF withdrawal at 55 and how right-sizing fits in
When you turn 55, CPF creates your Retirement Account. What you can withdraw depends on whether you have set aside your Full Retirement Sum (FRS). For members turning 55 in 2026, the sums are S$110,200 (Basic), S$220,400 (Full) and S$440,800 (Enhanced).
- FRS set aside: in cash, or with a property pledge plus cash, you can withdraw any amount from your OA.
- FRS not set aside: you can withdraw up to S$5,000 from your OA. The rest of what you ask to withdraw moves to your RA.
- Property pledge: if you own a home with a lease that lasts until you are at least 95, you can pledge it and set aside only the Basic Retirement Sum. Your CPF LIFE payouts will be lower, and if you later sell that home you must refund the pledged amount to your RA, up to the FRS.
This matters when you right-size. If you pledged your current flat and then sell it, the pledged amount goes back into your RA, which also counts towards the Silver Housing Bonus top-up. Check your CPF Retirement Dashboard before you sell so you know how much of the sale money will land in CPF rather than in your bank account.
Selling big and buying small: the order of steps
- Get a realistic price. Check recent transactions for your block and flat type, then get a valuation. Our sell and upgrade calculator works for downsizing too: put in your sale price and the smaller flat’s price.
- Get an HFE letter before booking a BTO flat or buying resale. It confirms your eligibility, including the new S$16,000 ceiling.
- Decide the sequence. You can book the next flat first and then sell, or sell first and buy within 12 months. Either keeps you in the SHB window. Buying first means you are never without a home. Selling first means you know your exact proceeds.
- Check the timing for BTO. A new 2-room Flexi or CCA takes years to complete. If you sell before the new flat is ready, you will need somewhere to stay in between. Some sellers negotiate an extension of stay with their buyer.
- Apply for the SHB within a year of the second transaction completing.
Other ways to monetise your home
If you are not ready to move, you can rent out a spare room. HDB lets owners rent out rooms while living in the flat, subject to its rules on occupancy and tenant eligibility. Renting out the whole flat is only allowed after the minimum occupation period and means moving elsewhere.
Private property owners can sell and buy an HDB flat as a right-sizing move, subject to the SHB annual value cap of S$31,000 and the HDB rules on disposing of private property.

Common questions
How much is the Silver Housing Bonus?
Up to S$30,000 per household if you sell and buy a 3-room flat, paid at S$1 for every S$2 your Retirement Account goes up, so you need a S$60,000 net top-up for the full amount. If you buy a 2-room or smaller flat or a Community Care Apartment, you get a further S$10,000 that is not pro-rated, for a maximum of S$40,000. Owners of private homes with an annual value between S$21,000 and S$31,000 get less: up to S$10,000, or S$20,000 for a 2-room or smaller flat.
Do I have to put cash into CPF to get the Silver Housing Bonus?
Not always. The top-up is measured as the net increase in your Retirement Account, and the CPF housing refund from your sale counts. For owners aged 55 and above, CPF uses the refund to top up the Retirement Account to the Full Retirement Sum first, so many sellers reach S$60,000 without adding cash.
Can I right-size from a private condo to an HDB flat?
Yes, if the condo's annual value is S$31,000 or less and you meet the other conditions. For a short-lease 2-room Flexi flat or a Community Care Apartment, you must sell the private property within 6 months of completing the new flat purchase.
Is a 2-room Flexi or a Community Care Apartment better for retirees?
A 2-room Flexi is a plain flat with grab bars and optional senior-friendly fittings, and you pay only for the flat. A Community Care Apartment comes with a compulsory care and services package, which is worth it if you expect to need help with daily living. Both qualify for the full S$40,000 Silver Housing Bonus.
How much CPF can I withdraw at 55?
Up to S$5,000 from your Ordinary Account if you have not set aside your Full Retirement Sum. If you have, either fully in cash or with a property pledge plus cash, you can withdraw any amount from your Ordinary Account. More withdrawals open up from 65.
Should I sell or use the Lease Buyback Scheme?
Selling usually releases more money because the buyer pays for the whole remaining lease at market price. The Lease Buyback Scheme suits owners aged 65 and above who want to stay in their flat. We compare the two in detail in our Lease Buyback vs selling guide.
