The short answer

Yes, once your flat has met its Minimum Occupation Period (MOP). That is 5 years for most flats and 10 years for Plus and Prime flats. Until then, nobody in the household, owners, spouses or occupiers, can buy private residential property in Singapore or overseas. After the MOP, a household with at least one Singapore citizen owner can keep the flat and own a condo too. The cost is 20% ABSD on the condo and a smaller bank loan while the HDB loan is outstanding. We checked these rules against HDB, IRAS, MAS and MoneySense on 14 October 2026.

The MOP comes first

HDB counts the MOP from when you took possession of the flat up to the date you exercise the Option to Purchase or sign the sale and purchase agreement for the private property, whichever is earlier. Time the flat was rented out whole or left empty doesn’t count. Buying private property in trust for someone else during the MOP is also barred.

Flat MOP before buying private property
Standard or unclassified BTO 5 years
Plus or Prime BTO 10 years
Resale flat (Standard) 5 years
DBSS flat 5 years

Keep the flat or sell it

HDB’s rule depends on citizenship.

  • At least one citizen owner: you can keep the flat after buying private property, and live in it or rent it out under HDB’s rules.
  • All owners are PRs: you must tell HDB before exercising the option, and sell the flat within 6 months of acquiring the private property.

Keeping the flat is allowed. Whether it pays is a separate question, covered in the worked example below.

20% ABSD, and how married couples get it back

A Singapore citizen pays 20% Additional Buyer’s Stamp Duty on a second residential property, and an HDB flat counts as the first. It is due within 14 days of signing, on top of Buyer’s Stamp Duty.

A married couple with at least one citizen spouse who buy the condo in both their names only can claim it back if they sell the flat within 6 months. For a completed condo, the 6 months run from the purchase date. For one still being built, they run from the earlier of its TOP or CSC. IRAS refunds the ABSD automatically within 6 weeks of the flat sale being stamped, and allows no extension. Singles and couples buying in one name don’t qualify. See ABSD remission for married couples.

You also can’t get round the ABSD by moving the flat into one spouse’s name. HDB has limited ownership changes since 2016 to cases such as marriage, divorce, death, hardship and medical reasons, as our decoupling page explains.

The bank loan while you still owe HDB

Your HDB loan counts as an outstanding housing loan, so the condo loan is your second.

No other housing loan HDB loan still outstanding
Maximum bank loan 75% 45%
With tenure past 30 years or age 65 55% 25%
Minimum cash downpayment 5% (10% at 55%) 25%

TDSR also counts your HDB instalment as debt, and the bank tests the condo loan at 4%. If you plan to sell the flat after buying, a bridging loan can cover the downpayment until the sale proceeds arrive.

Worked example: keep or sell

Daniel and Grace, a married citizen couple, own a 4-room flat past its MOP, with S$200,000 left on the HDB loan. They want a completed S$1.5 million resale condo.

Sell flat first Buy condo, keep flat
ABSD S$0 S$300,000
Buyer’s Stamp Duty S$44,600 S$44,600
Maximum bank loan S$1,125,000 (75%) S$675,000 (45%)
Downpayment S$375,000 S$825,000
Of which cash, at least S$75,000 S$375,000

If they buy first and sell the flat within 6 months, the S$300,000 comes back, but they still need the 45% loan’s larger downpayment upfront.

If they keep the flat as a rental, the S$300,000 is gone for good. HDB’s median 4-room rent was S$3,400 a month from April to September 2026, about S$40,800 a year before tax, property tax and upkeep. It would take more than seven years of gross rent just to recover the ABSD. That is why most upgraders sell first. Our upgrading guide and sell-and-upgrade calculator run the full numbers.

Common questions

Can I buy a condo before my HDB MOP ends?

No. During the MOP, the owners, their spouses and the flat's occupiers can't buy private residential property in Singapore or overseas, including exercising an Option to Purchase. The MOP counts until the date you exercise the option or sign the sale and purchase agreement.

Do I have to sell my HDB flat if I buy private property?

Not if at least one owner is a Singapore citizen. HDB lets such households keep the flat after the MOP. If all owners are PRs, they must tell HDB before exercising the option and sell the flat within 6 months of getting the private property.

How do I avoid the 20% ABSD?

Sell the flat first, so the condo is your only home. A married couple with at least one citizen spouse who buy jointly can instead pay the ABSD and have it refunded if they sell the flat within 6 months of buying a completed condo, or of its TOP or CSC if it's still being built. IRAS allows no extension.

Can I decouple my HDB flat to avoid ABSD?

Generally no. Since 2016 HDB has limited ownership changes to cases such as marriage, divorce, death, financial hardship and medical reasons. Decoupling works for private property, not HDB flats.

Why does the bank only lend 45% for my condo?

Because your HDB loan counts as an outstanding housing loan, making the condo loan your second. MAS caps it at 45%, or 25% for a long tenure or past age 65. If the HDB loan is fully repaid, the limit goes back to 75%.
