What was signed
Malaysian Prime Minister Anwar Ibrahim and Singapore Prime Minister Lawrence Wong signed the JS-SEZ agreement on 7 January 2025, at the 11th Malaysia-Singapore Leaders’ Retreat. The agreement sets the broad terms for cooperation on trade, investment and the movement of people across the border. It is a framework between two governments; the tax breaks that make it concrete are Malaysian incentives, administered by the Malaysian Investment Development Authority (MIDA).
The zone covers about 3,500 sq km of southern Johor, which Reed Smith compares to Shenzhen and Hong Kong combined. It targets 11 sectors including manufacturing, logistics, digital economy, financial services, business services, tourism, education and health.
Alongside the tax breaks, both sides agreed to work on passport-free QR code clearance at the land checkpoints and digital cargo clearance. An Invest Malaysia Facilitation Centre in Johor handles approvals for businesses.
The nine flagship zones
The JS-SEZ is organised into nine flagship zones, each with its own target industries. The one that matters for RTS buyers is Flagship A.
| Flagship | Area | Main focus |
|---|---|---|
| A | Johor Bahru waterfront (city centre) | Business services, global services hubs, health |
| B | Iskandar Puteri | Global services hubs |
| C | Tanjung Pelepas | Port logistics and maritime |
| D | Tanjung Langsat to Kong-kong | Specialty chemicals and heavy industry |
| E | Senai to Skudai | Aerospace and manufacturing |
| F | Kulai to Sedenak | AI, data centres, medical devices, pharmaceuticals |
| G | Desaru to Penawar | Not stated in the sources we checked |
| H | Pengerang Integrated Petroleum Complex | Petrochemicals and energy |
| I | Forest City Special Financial Zone | Financial and business services |
Zone names come from MIDA’s incentive guideline. The focus column draws on MIDA’s guideline, EdgeProp Singapore and Conventus Law.
Flagship A takes in JB city centre, including JB Sentral, City Square and the Bukit Chagar RTS station. Iskandar Puteri, home to Medini and EduCity, is Flagship B.
The incentives, and who gets them
The incentives are for companies and for some of their staff, not for property buyers. Applications to MIDA opened on 1 January 2025 and close on 31 December 2034.
| Incentive | Rate | Who qualifies |
|---|---|---|
| Special corporate tax rate | 5% for up to 15 years | New investment in qualifying activities such as AI and quantum supply chains, medical devices, aerospace and global services hubs |
| Manufacturing scheme | 5% for 15 years above RM1bn invested, 5% for 10 years at RM500m to RM1bn | New manufacturing companies in qualifying activities |
| Knowledge worker tax rate | 15% flat on employment income for 10 years | Workers employed in the JS-SEZ in qualifying roles |
For a global services hub in Flagship A or B, the 5% rate comes with conditions such as at least RM50 million a year in operating spending, at least RM500 million in turnover and at least half of high-value jobs held by Malaysians.
The knowledge worker rate is open to Malaysians and non-Malaysians. According to 3E Accounting’s summary of the conditions, the worker must earn more than RM20,000 a month, must not have had Malaysian employment income in the previous 24 months, and must work in an approved profession and sector. A Singaporean who works in Singapore and lives in JB does not qualify, since the rate applies to employment in the zone.
What it means for condo buyers near the RTS
The JS-SEZ does not change the rules for foreigners buying homes in Johor. We have found no JS-SEZ measure that alters the RM1 million minimum price, the 8% stamp duty for non-citizens, the Johor levy, state consent or the rule that sub-RM1m units bought under developer approval can generally be resold only to Malaysians. It also gives no residency right. Our guide to buying property in JB as a Singaporean covers those rules in full.
What the zone could change is demand. If companies set up regional offices and service centres in Flagship A, more managers and professionals will want to rent near JB Sentral and the RTS. Stacked Homes reported in October 2026 that average rental yields in the flagship zones were about 6% to 8%, against 5% to 6% for Johor as a whole, and that residential prices in the zones rose 7% to 9% year on year. Our own check of asking figures near Bukit Chagar, on the RTS rental yields page, came out lower, at about 4% to 6% gross.
The same Stacked Homes report counted about 9,972 unsold homes in Johor in the first half of 2026, more than double Kuala Lumpur, with about 115,000 more planned by 2030. New jobs and new supply are both arriving, and which one wins will vary by building.
What it doesn’t mean
Sales material sometimes presents the JS-SEZ as a reason prices must rise. Treat that with care. The incentives run to 2034 and many depend on companies choosing to invest; the targets MIDA cites are 20,000 skilled jobs and 50 high-impact projects within five years. That is meaningful for Johor’s economy, but spread across nine zones and 3,500 sq km.
It also does not fix the resale wall. In April 2026, the New Straits Times quoted a consultant who saw the JS-SEZ as a long-term catalyst that might lift values towards RM1 million. That would help owners of sub-RM1m units only if prices rise enough, and it does nothing to let them sell to another foreigner today.
How to use it when choosing a condo
If you are buying near the RTS for your own commute, the JS-SEZ is a background factor. The RTS Link opening in February 2027 matters more to your daily life. If you are buying to rent out, look for buildings that suit the tenants the zone is meant to attract: managers on corporate leases who want to walk to JB Sentral, a good gym and secure parking. Ask agents for signed tenancies rather than projections, and check the rents yourself before you pay a booking fee.
Common questions
What is the JS-SEZ?
An agreement between Malaysia and Singapore, signed on 7 January 2025, to grow trade, investment and the movement of people across the border in southern Johor. Malaysia offers tax incentives to companies and workers in nine flagship zones.
Is Johor Bahru city centre in the JS-SEZ?
Yes. Flagship A, the Johor Bahru waterfront, covers the city centre, where the Bukit Chagar RTS station is. It is aimed at business services and global services hubs.
Does the JS-SEZ let Singaporeans buy JB property below RM1 million?
No. We have found no change to Johor's foreign-buyer rules linked to the JS-SEZ. The RM1m floor, 8% stamp duty, Johor levy, state consent and the resale rule for sub-RM1m units all still apply.
Can a Singaporean get the 15% income tax rate?
Only if you are employed in the JS-SEZ in a qualifying role. The published conditions include a monthly salary above RM20,000, no Malaysian employment income in the previous 24 months, and a profession and sector on the approved lists. Working in Singapore and living in JB does not qualify.
Will the JS-SEZ push up JB condo prices?
Nobody can say for sure. Stacked Homes reported in October 2026 that prices in the flagship zones rose 7% to 9% year on year against 2% to 4% across Johor, but Johor also had about 9,972 unsold homes in the first half of 2026.
